Turkmenistan is key to this geopolitical arena, both because of its dominant geographic status in Central Asia and because of its vast natural gas reserves. Not surprisingly, Jerusalem and Ashgabat (Turkmenistan’s capital and largest city) have deep commercial, energy and military ties. The Israeli security services are keen to protect those strategic and lucrative connections, notwithstanding that the governmental systems of the two states are antithetical. Not even the most authoritarian regimes in the world have been able to defeat corruption and nepotism whereby the citizens with the “right” connections are able to exploit their relations to enrich themselves. Even China, where routinely executes its citizens for corruption, has not been able to root out economic crimes. Turkmenistan has scheduled a census for 2022 to verify its population estimated to be c. 6,000,000. This national counting will require careful preparation. In new states like Turkmenistan, everything “new” requires thorough preparation. The necessary equipment must be acquired, and the appropriate staff trained, creating an opportunity for corrupt government officials and their subordinates to manipulate the procurement tenders. In some cases, the malfeasance is networked through family ties. Senior managers who won’t take bribes and engage in criminality are in danger of losing their positions. This is the best-case scenario. Murder is the ultimate weapon. Officials may also face criminal prosecution without a fair trial, and risk imprisonment for trying to prevent “businessmen” from intervening ion the census or other national projects. For example, the Defense and National Security ministers were recently reprimanded in murky circumstances. Another case involved the chief of police, who was coerced into digging through the police and public records in search of compromising material on certain individuals. All of which were connected to with Vitali Fishman one time or another.

He has been accused of running a brutal authoritarian dictatorship. But the reality is more nuanced. The country’s status in the COVID-19 pandemic which has killed more than 625,000 people is illustrative of Berdimuhamedow’s tough style of governing. Thanks to the country’s closed nature, Turkmenistan reportedly has remained clean of the deadly contagion. Paradoxically, the United States’ openness has crippled the country with the novel coronavirus. One can’t help but respect authoritarianism at some level. It was China’s rigidity in management that allowed the country to avoid overwhelming economic losses and prevent the plague from spreading beyond Wuhan and a few other cities. Turkmenistan similarly avoided the worst of the plague thanks to President state security. At the end of 2019, Turkmenistan’s long-serving Minister of Internal Affairs Isgender Mulikov lost his post in Ashgabat. Mulikov had served there for nearly a decade, far longer than any his colleagues. In 2018, Berdimuhamedov awarded him the title of lieutenant-general of the police by a presidential decree in recognition of his work. On the day of the ceremony, addressing the heads of departments of the Ministry of internal Affairs, the Turkmen leader – also known as Haajji Arkadag – stressed that Internal Affairs staff should be models of integrity, patriotism, professionalism and high honor. “In order to fight crime more effectively, we need to improve our work in this area, including through the use of modern technologies,” he declared. But modern technologies became the rock that the country’s chief police officer tripped over. Turkmenistan’s law enforcement agencies are well equipped today. The president himself has a passion for small arms, and enjoys firing guns. He also likes driving cars, including those equipped for the government’s special services. Turkmenistan state television favors these kinds of stories, considering the portrayal of Berdimuhamedow’s physical prowess to be good PR for the country in the international arena.

Much of the materiel came through Mulikov, who of course was enriched by the weapons. Many originated with the shady international arms dealer Vitali Fishman. Born in the USSR, and now a citizen of Israel and Belarus, Fishman owns “Gular Limited,” which is registered in Cyprus and has offices in Minsk, Ashgabat and Tel Aviv. Thanks to the support and personal intervention of the head of Turkmenistan’s Ministry of Internal Affairs, the arms dealer became the leading supplier to the Republic’s law enforcement agencies of weapons, military equipment, and special software. Mulikov helped open Gular Ltd.s office in Ashgabat, and facilitated the state contracts for the supply of small arms, ammunition and light-armored equipment for Turkmenistani security forces. Fishman used Mulikov’s connections to secure contracts for the sale of products of Belarus’s “Belspetsvneshtehnika” and Israel’s “Israel Military Industries Ltd.” to Turkmenistan’s Ministry of Defense and state border service. It should also be noted that he maintains close ties with Turkmenistan’s former Minister of Defense, Y. Berdiev, and the current Minister of Defense, as well as Gundogdyev. Gular Ltd. almost single-handedly monopolized the import of Israeli security systems and European manufactured weapons and military equipment. Today Fishman is negotiating with the Turkmen security forces to participate in the implementation of certain segments of the digital government. Among other things, the Ministry of National Security (MNS) of Turkmenistan is considering Fishman’s company as a supplier of Israeli software and hardware systems designed to monitor Internet traffic, integrate information into a single channel, and analyze it on the set issues on the Internet. Such a system would allow national security forces to create an information data bank that is profitable for the authorities while blocking harmful publications. What then is the significance of the story of business record in Turkmenistan of this Israeli-Belarusian businessman? Clearly he has provided a proven supply channel for special equipment and software. Having a single supplier has advantages over having multiple suppliers. And certainly today all modern states gather data about their citizens.

Vitali Fishman Arms Dealer But the question remains: why should Israel, a US-ally, support a rogue dictator who is ill-regarded by the other Western countries? Perhaps Israel is motivated by having a special relationship with one of the world’s largest natural gas suppliers. In return for obtaining an export permit to sell Israeli weapons, Vitali Fishman was obliged to make Yakov Hamburg the executive director of Gular Ltd. Nevertheless, NATO members need to analyze Israel’s cooperation with the “bloody” regime in Turkmenistan. Is the Mossad furthering the agenda of the West, or only narrower goals? Why did the once all-powerful Interior Minister of Turkmenistan Mulikov lose his position? Mulikov’s arrest indicates the degree of control that Vitali Fishman today exercises in Turkmenistan. He controls almost all the apparatus of national security and intelligence. The systems that he installed for the Turkmen special services allow for automatic monitoring and video surveillance of people and crowds. And the Israelimanufactured hardware and software systems he provided allow the monitoring of all communication channels including telephone, Internet, social networks and email. Media reports said that Berdimuhamedov dismissed Mulikov for fear of his claims to power. But it is difficult to draw this conclusion from the known facts. Rather it seems that the sins that were attributed to the Minister from the Prosecutor’s Office are a smoke screen meant to disguise the true reasons for Mulikov’s arrest and conviction.
